Abstract: The Quasilocalized Charge Approximation has been devised
for the analysis of dynamical processes in strongly coupled
Coulomb and Yukawa systems. Its physical foundation is that in
strongly coupled systems particles are trapped in the local minima
of the fluctuating potential for a time period long compared with
the characteristic time of collective oscillations. Thus the
particles occupy randomly located, but at the same time strongly
correlated sites and undergo oscillations around them. At the same
time the equilibrium configuration undergoes a slow rearrangement.
We review the formal development and recent extensions of the
theory leading to the formulation of the dielectric response
function as a functional of the equilibrium pair correlation
function. Molecular Dynamics result are shown to corroborate and
quantify the details of the underlying physical model. Theoretical
results based on the model for a number of physical systems ~VOCP,
complex plasmas, semiconductor bilayers, 2D electron gas- are
compared with Molecular Dynamics simulation and experimental data.
