Sajnos nem talaltam a japan sugarvedelmi torvenyek eredetiet anglolul, 
igy egy cikkbol idezek:
"It is unnecessary to amend the current regulatory effective dose 
equivalent limit of 100 mSv for
emergency exposure. Dose limits of 300 mSv for lens of the eye and 1 Sv 
for the skin shall be added.
....
On the other hand current Japanese regulations specify the rigid 
effective dose equivalent limit of
100 mSv for emergency activities. There has been a concern that rigid 
legal dose limits may make people
hesitate to take necessary actions in an emergency. In spite of the 
precious experiences in the remedial
actions of the JCO Criticality Accident occurred on September 30, 1999, 
Japanese regulatory agencies
still maintain that even emergency exposures shall be controlled within 
the emergency dose limit of 100
mSv."

elmarasztalhato torveny elott mert megszegte oket (biztos szankciok is 
leteznek).

Igy a helyes idezet ez lenne: ket es felszeresere emeltek a baleset 
elharitasnal a maximalisan megengedett dozist.

A romaniai es az EU-s(96/29 EUROTOM) torvenykezes csak kulonleges 
alkalmi besugarzasrol (planned special exposure) **beszel (ami nem 
baleset elharitas), es nem hataroz meg pontos ertekeket.
Az USA-ban:
"The EPA further states that there are some emergency situations for 
which higher limits may be justified. The dose resulting from such 
emergency exposures should be limited to 10 rems (0.1 Sv) for protecting 
valuable property, and to 25 rems (0.25 Sv) for lifesaving activities 
and the protection of large populations. In the context of this 
guidance, the dose to workers that is incurred for the protection of 
large populations might be considered justified for situations in which 
the collective dose to others that is avoided as a result of the 
emergency operation is significantly larger than that incurred by the 
workers involved.

Tehat a japanok nem tettek mast mind atvettek az amerikai torvenykezes 
egy reszet, BALESETI dozishatarok eseteben. A tobbi ugyanaz mint 
Europaban (es Magyarorszagban is).
Elnezest a hosszu uzenetert de egy ilyen hirt nem tudtam szo nelkul hagyni.
