IAEA (International Atomic Energy Agency) defines that nuclear applications
consist of power and nonpower. As for the nuclear power application, G7
Hiroshima Leaders' Communiqué (May 20, 2023) is referred as follows. Those G7
countries that opt to use nuclear energy recognize its potential to provide
affordable low-carbon energy that can reduce dependence on fossil fuels, to
address the climate crisis and to ensure global energy security as a source
of baseload energy and grid flexibility. They commit to maximizing the use of
existing reactors safely, securely, and efficiently, including by advancing
their safe long-term operation, and so on. They also commit, domestically as
well as in partner countries, to supporting the development and construction
of nuclear reactors, such as small modular and other advanced reactors with
advanced safety systems, building robust and resilient nuclear supply chains
including nuclear fuel, and maintaining and strengthening nuclear technology
and human resources. The G7 underlines that the highest standards of nuclear
safety and security are important to all countries and their respective
publics. Moreover, IEA (International Energy Agency) foresees about twice
more nuclear power is needed around 2050. In the updated basic
environmental/energy policy in Japan, one option that could be taken to
achieve these policy objectives is nuclear power. In the power generation
mix, nuclear power is expected to compose approx. 20-22% of the total
generation mix in FY2030. It is plan to be revised up to 2040 and to be
issued in March, 2025. JAEC issued the Basic Policy for Nuclear Energy in
February, 2023. It is a 'compass' to show long-term directions for the
government nuclear policy and to define Basic Objectives and Important
Initiatives. Then, the government determined the new nuclear policy of
extension of the nuclear reactor operation from 40 to 60 years and
replacement of new advanced reactors in existing cites. Non-power application
is based on utilization of radiations, radioisotopes, accelerators, lasers,
etc. Especially, a new nuclear medicine named "theranostics", which is
combination of therapeuatics (by Lu177, Ac211, Ac225, etc) and diagnosis (by
PET), is available for many cancers even with metastasis. Moreover, the drug
for Alzheimer's dementia has begun to be supplied in the world combined with
the diagnosis by PET (F18) and SPECT (Mo99/Tc99m). JAEC developed the Action
Plan that aims to provide domestic radioisotopes to patients in May, 2022 via
JAEC's advisory committee on Medical Radioisotopes operation from November,
2021.JAEC expects the best mix supply by research reactors, accelerators and
lasers in near future. Thus, the nuclear power application of electricity
supply with zero carbon and nonpower application such as radiation/nuclear
medicine can contribute to sustainable and healthy human life in the world.
