Part of the infrastructure needed for doing science is a community of
like-minded scientists. For science to take hold in a country, especially
if the usual mechanisms for promoting personal contacts are few, it is
essential to develop a community that sustains itself through mutual
support and interactions. Because of relative isolation that still
persists in developing countries, scientists are often unaware of the
extent and nature of science that is being done in their own countries,
and have inadequate personal knowledge of the fellow scientists. They also
have some difficulty in publicizing their work quickly.

To provide assistance in these matters, the Abdus Salam International
Centre for Theoretical Physics (ICTP) has organized an Open Access Archive
to allow the scientific work of any scientists from any country to be
posted free of charge. Authors may upload pre-prints, reprints, conference
papers, pre-publication book chapters and the author's CV. Subjects
acceptable for the archive include:

Science: Physical, Mathematical, Biological, Earth, Computer and
Engineering Sciences

Technology: Environmental technology, Computer software, Computer
networking, ICT for development, Electronic information resources, Open
source

Education: Textbooks, Curriculum, innovations in education, etc.

Science policy: Articles dealing with science policy

Scientists can also post their CVs with or without any accompanying
publications or preprints.

It should be stressed that the Archive does not guarantee the accuracy of
the author's information archived or its electronic contents. The papers
posted will not be refereed or edited by anyone at ICTP or elsewhere, and
only the authors are responsible for the material submitted. However,
there is a very elementary scanning of the electronic source files by a
moderator. This is done only to ensure that the uploaded files comply with
minimum standards of common sense.

Before archiving the previously published work, the authors must review
the copyright agreement with the journal's publisher.

The Archive will be maintained for about five years at the first instance
(though it could last for longer). Changes necessitated by new technology
may occur without advance warning.

To upload documents, scientists must register and login. The procedure is
self-explanatory and can be obtained by logging on to

http://eprints.ictp.it.

If you are a scientist subscriber of the free electronic Journal Delivery
Service (eJDS), residing in a developing country, and do not have a
reasonable fast connection to the Internet, you can get any (PDF, PS, HTML
or Ascii) document from this archive via e-mail.
